Balanced Leaders enforce policies and understand the value of doing things right the first time so there are no surprises ahead. There are many instances where a leader may encounter a situation that must be addressed, but look the other way or ignore it.
As a leader you cannot silently sanction bad behavior. This responsibility to address issues as you see them is a critical responsibility of a leader.
